Description The TA will prepare an urban development Project suitable for ADB financing that will facilitate sustainable urban development in selected provincial and district towns in the Central Region of Viet Nam. The TA will also facilitate the establishment of a sustainable, market-based system for the delivery of housing finance to meet the borrowing needs of low- and middle- income households at national level. The TA will build on the recommendations of the ongoing sector study, TA 3487- VIE. The project will have two parts: (a) urban development improvements in selected towns of the central Region; and (b) housing finance for low and middle income households .

Consulting Services About 58 person-months of consulting services (23 person-months international and 35 person-months domestic) will be required. Part A will be prepared by a firm with expertise in drainage and sanitation engineering, economic and financial analyses, institutional development, and social, poverty, and environmental analyses. Part B will be prepared by individual consultants, including a housing finance policy specialist (international) and a microfinance specialist (domestic).
