Description

The objective is to reduce the incidence of poverty in rural communities in the project area. Its purpose will be to improve the levels of food security, nutrition, incomes, and employment for 164,000 families through increased productivity of the livestock subsector in an environmentally sustainable and socially equitable manner, while enhancing the capacity of the people to manage an ongoing process of development themselves.

Project Rationale and Linkage to Country/Regional Strategy

The intent of national plans, the views of poverty and conflictaffected communities, the recommendations of the Asian Development Bank (ADB) Livestock Subsector Review, and the ADB country program strategy all recognize the need for a livestock project with a poverty reduction focus: one that meets the needs of the poor; effectively links production and marketing; creates jobs; and meets urban market requirements for meat, milk, and eggs currently supplied by imports.

Agriculture is a key sector in ADB's country strategy and update, the Partnership Agreement on Poverty Reduction between the Government and ADB, and in the Government's Tenth Five Year Plan and Agriculture Perspective Plan.The proposed project is consistent with the Government and ADB poverty reduction and gender strategies.

Consulting Services

A team of consultants will support project implementation and assist DLS in implementing the Project. The PMU will engage consulting services in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants. Quality-and cost-based selection procedures will be used in recruiting the consultants. ADB approved advance action and retroactive financing for Government recruitment of consultants.

Procurement All procurement under the Project will follow ADB's Guidelines for Procurement. Major items such as equipment and vehicles will be procured through international competitive bidding. Civil works will comprise many small contract packages for improving infrastructure and facilities scattered over a large area. All civil works will be procured through local competitive bidding procedures acceptable to ADB among prequalified local contractors.

    Nepal: Community Livestock Development Project - 2010

    Women have significant roles in the livestock subsector, particularly in day-today decisions on animal grazing, collection of water, fodder and forest leaf-litter, watering the livestock, application of compost, and the use and home-based processing of livestock products.
