The objective of the TA is to prepare an investment project for flood management in selected basins in Java. The proposed investment project will reduce the incidence of and damage from flooding in the selected river basins through improved flood management which will promote to increase and to protect the incomes and livelihoods of people in the river basins.

The TA will assist the Government to (i) formulate a project for improved flood management of the basins in Java, (ii) select the basins in Java and prepare a feasibility study for projects, and (iii) identify the most appropriate flood protection measures to support the comprehensive flood management plan for the basins.

The TA will comprise studies to (i) provide a clear overview of the Government's flood management strategies, priorities, and investment plans; (ii) assess the completeness and adequacy of the existing flood management plan for the basins based on technical, institutional, environmental, social, economic, financial, and other relevant factors; (iii) formulate recommendations, as appropriate, for adjustment of the plan, and for institutional strengthening, improvement of coordination, legislative reforms, financing, cost recovery, and standardizing the justification of proposed works; (iv) institutionalize participatory approaches into the selection and formulation of flood protection measures; (v) help integrate sound environmental management and increased social awareness into the planning, design, and implementation of flood management; (vi) ensure that project benefits reach the poor and other disadvantaged groups; (vii) assess the need for improved flood forecasting, flood warning, and disaster preparation; and (viii) prioritize flood management interventions in the basins.

Consulting Services .A total of 90 person-months (25 person-months of international, and 65 person-months of domestic) of consulting services will be required. The team leader (international) should have a comprehensive knowledge and experience on integrated river basin management.
