Description The Project has prepared the feasibility of and proposals for an investment project to help achieve the goal of sustainable urban development and poverty reduction in the North Eastern Region by upgrading urban infrastructure in the five project cities (Agartala, Aizwal, Gangtok, Kohima, and Shillong). The output includes project feasibility studies for the eight project cities, a main consolidated report, separate technical reports on the key social and environmental safeguard issues and institutional and capacity guilding. Each city report covers, among others, (i) city economic development strategy, (ii) infrastructure investment program, (iii) urban management improvement program, and (iv) poverty reduction program.
Project Rationale and Linkage to Country/Regional Strategy In line with ADB's support for disadvantaged and backward states, the Project will form an integral part of ADB assistance to the northeastern region for infrastructure investments and urban institutional reform. Other sectors to receive assistance from ADB include power and transport. Such integrated support is expected to bring major investments to the regional economy, complemented by broad reforms in all sectors. The urban sector intevention presents a unique opportunity for ADB to address widespread poverty in the region through well-designed state and community initiatives.

Consulting Services The TA will be implemented over 8 months from October 2004 to April 2005. The consulting services will total 109 person-months - 14 international and 95 domestic. An international firm in association with a domestic firm will be engaged in accordance with the ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants. A consulting firm will be selected and engaged using the quality and cost-based selection (QCBS) method. The international consultants to be provided by the firm will likely include an urban development specialist as team leader, and municipal finance expert/financial expert/financial analyst. The domestic consultants will likely include a deputy teach leader with expertise in drainage and water supply, urban governance and institutional development specialist, water supply engineer, solid waste & drainage engineer, environmental specialists, financial analyst, transport, environmental, and public sector economists, municipal engineers and sector specialists, gender development specialist, resettlement and land acquisition specialist, legal specialist, biodiversity specialist, earthquake engineer, and public consultation cum poverty assessment specialist.
