The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.

The purpose of the TA is to facilitate NHAI's preparation of the proposed 2004 Project with a particular focus on the environmental, poverty and social areas on which ADB has introduced safeguard policy. Additional assistance would be provided to develop a private sector participation (PSP) scheme best suited for a specific section identified for the PSP.

Primary project preparation activities will be carried out by NHAI, including feasibility studies, preliminary design, detailed design, and development of bidding documents. Main tasks of the PPTA consultants would be, thus, to ensure that the project prepared by NHAI is consistent with ADB's requirements, particularly those associated with its safeguard policies.
