Description The TA will assist the Government in confirming the objectives and scope of the proposed Project. This will include (i) assessing the prefeasibility studies and environmental assessment Fuzhou Municipal Government has prepared for the two new wastewater treatment plants and inland river rehabilitation program, and (ii) undertaking the additional analysis necessary to determine if the proposal is suitable for ADB financing. The TA will also identify institutional capacity building measures including wastewater management and policy reforms necessary to ensure the long term sustainability of the proposed facilities.

Consulting Services The total input of the consultants is estimated at 38 person months: 14 international and 24 domestic. The consultants will provide expertise in wastewater and drainage engineering, environmental assessment, economic and financial analyses, social and poverty impact assessment, resettlement issues, institutional development, and private sector participation.
