Description The TA will prepare a comprehensive framework for rural finance development for improving the supply of financial services. The TA will examine the underlying constraints in sustainable rural financial intermediation and (i) develop ways of rationalizing the present system, particularly the existing credit delivery mechanisms and institutional structure; (ii) determine possible remedial measures for increasing market-based rural finance and improving access by the poor while reducing, or if possible, eliminating the distortions arising from preferential allocation; and (iii) strengthening the capabilities of rural financial institutions to satisfy the credit demand of the rural population. This would cover the changes required in financial policies and practices, in terms of priority credit allocation, interest rate restrictions and controls, investment requirements, and issues of corporate governance.

Consulting Services

The consulting services required under the TA consist of 6 person-months of international and 149 person-months of domestic consulting services. The RF and MF sector specialist (domestic) will be the team leader and will be assisted by a deputy team leader (international, 3 person-months), financial and economic analyst, and social and poverty specialist in coordination and consolidation of the outputs of the teams of experts constituted for the 5 TA components. Consulting services will be provided by an international consulting firm, which will provide both international and domestic consultants. The TA consultant will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants. For selecting the consulting firm, the quality and cost based selection method with simplified technical proposals will be used.
