Summary

The PPTA consultants will review the technical, social, and environmental studies already done for the Project as part of the basin master plan, pre feasibility, and the feasibility studies of the Project. The PPTA consultants will analyze in detail the economic and financial viability of the Project and the commercial sustainability of the power sector in Vietnam, hydrology of the river system, soil and geotechnical conditions of the dam site and tunnels, the proposed design for the dam and the power plant, resettlement plans and mitigation and livelihood improvement measures for project affected people, and the environmental impacts and management plans including measures to protect the upper watershed. They will also provide assistance as necessary to EA and its consultants to prepare the detailed engineering designs and bidding documents.

Project Rationale and Linkage to Country/Regional Strategy Vietnam is experiencing a period of unprecedented economic growth, accompanied by average annual electricity demand growth of over 15%. Ensuring continued, secure and adequate energy supply will be a major factor in sustaining economic growth, creating nonagricultural jobs, and reducing poverty. The mobilizing of adequate financial resources estimated to be over US$2 billion per annum during the period 2005-2010 is a major challenge and require concerted efforts of both private and public resources. The project would contribute to sustainable development by employing appropriate measures to mitigate the adverse environment and social impacts of the Project.

Consulting Services Terms of reference for the consulting services are to be finalized but expected to cover: (1) establishing the economic justification and viability of the proposed project; (2) financial viability of the project as well as the financial viability of power sector in Viet Nam; (3) preparing detailed cost estimates and financing plan for the project; (4) review of engineering designs prepared by the Executing Agency and verifying the engineering cost estimates and proposing implementation arrangements including procurement and project supervision; (5) undertaking environment impact assessment of the project according to ADB guidelines; (6) preparing a resettlement action plan for affected people and undertaking social impact assessment; (7) recommend an institutional model for operating the project after commissioning in view of the ongoing power sector reforms in Vietnam.
