Summary

The goal of the project is to improve the living standards and reduce the prevalence of poverty of the people who will be affected by the proposed Song Bung 4 Hydropower Project, majority of which are poor (over 70% of the people are below national poverty line) and vulnerable ethnic minority people living in a remote mountainous area in Central Vietnam.

Description The goal of the project is to improve the living standards and reduce the prevalence of poverty of the people who will be affected by the proposed Song Bung 4 Hydropower Project, majority of which are poor (over 70% of the people are below national poverty line) and vulnerable ethnic minority people living in a remote mountainous area in Central Vietnam.
Project Rationale and Linkage to Country/Regional Strategy The CSP has identified as one of the key challenge facing Vietnam is maintaining social equity and harmony in the midst of rapid economic growth. Inclusive social development and mitigating adverse impacts of rapid growth on vulnerable communities are of particular importance. The CSP has identified sustained poverty levels among ethnic minority groups inhabiting Central Vietnam in contrast to coastal provinces . The JFPR grant funded livelihood project will demonstrate how the traditional livelihoods of ethnic minority people in central highlands, affected by large infrastructure projects can be improved in a culturally sensitive and sustainable manner.

Consultations during the process of preparation of resettlement site development plan for Pa Dhi, Thon 2, Pa Pang, Pa Rum a, Pa rum B (REMDP Vol. 2) took place in April (2009), June (2009), August (2009), November (2009)and December (2009). For 2010, consultations took place in March, April, June and July.

During the 2009 November and December consultations, the full entitlement of the resevoir affected 4 villages and the affected host village was discussed with the affected people. As a result, the entitlement matrix for the affected people was improved and included in the updated REMDP Vol 2.

Business Opportunities
Consulting Services A NGO or consulting firm will be recruited for implementing the JFPR grant. Approximately 150 person-months of national consultants will be needed. Third party monitors and independent auditors will be separately recruited.
