The main objective of NECORD-II is rapidly to improve the living conditions and well-being of a significant number of people in the conflict-affected areas of the North and East by restoring basic social infrastructure, community and public services, and livelihoods. NECORD-II will also support and augment Sri Lanka's rehabilitation and relief efforts underway in the conflict-affected areas.

Health :

- Reconstructed and improved national and district health facilities

- HIV/AIDS campaign among the construction workers, IDPs etc.

Education:

- Reconstructed and improved education facilities, and teacher quarters

- Improved quality and consistency of education

Water Supply and Sanitation

- Reconstruction of small and medium-sized town schemes, community-based common wells and small schemes, and individual sanitation facilities

Access Roads:

Improvement of class C and D roads, local authority roads, culverts, irrigation, and village roads

Irrigation: reconstruction of medium-sized and large schemes

Livelihood

-Training: Skills development to youths in construction, tourism, and motor mechanics

- Agri/Livestock: Improvement of agriculture and livestock extension services; reestablishment of research and seed production farms; provision of agricultural implements; facilities to improve livestock

production

Urban Development: Assistance for urban planning

Institutional Development and Capacity Building:

Reestablishment of damaged or construction of new local government and district offices; training to government staff in public administration, accounts, and information management

Village Development:

- Establishment of community-based organizations, reconstruction of village level basic infrastructure facilities, improvement to saving habits,make the women self-reliant, training in self-help, microcredit and revolving funds

- Provision of shelter to conflictaffected communities
