Summary

The objective of the TA is to provide quick, timely and quality support for reforms and capacity building in the priority areas of the 11th Five-Year Plan as they arise, as well as the ADB's strategy focus areas in the PRC. There are ten subproejcts approved under the TA. They are:

(1) Local government debt;

(2) Portfolio management;

(3) Rural social safety net;

(4) Reform of land aquisation approval procedures;

(5) Establishing a monitoring and evaluation system for socialist new countryside;

(6) PRC western region entrepreneurship promotion;

(7) Outsourcing of government services to NGOs;

(8) Alternative Disbute resolution mechanisms;

(9) Cooperation modality between schools and enterprises; and

(10) Developing a handbook of performance monitoring indicators in the PRC.

Description of Project Outputs

1. Better Management of local government debt;

2. Enhanced human capacity for portfolio management;

3. Rural social safety net framework in place;

4. Improved land approval procedures and regulations;

5. A monitoring and evaluation system introduced for the construction of new socialist countryside, including a report on the development level/phases and evaluation system, and a plan for implementing the monitoring and evaluation system;

6. A report on policy environment improvement, service system development and operational mechanisms to support for rural entrepreneurship development in the western region;

7. Analysis of international models for government outsourcing of public services to NGOs, and policy recommendations to the government

8. A report on alternate dispute resolution mechanisms having policy recomemndations for legislative reforms and proposals for pilot testing the establishment of such mechanisms;

9. A report to provide leaders of the government, schools, and enterprise a series of policy recommendations for new pilot schemes systematically linking TVET institutions and enterprises to develop a high-skill workforce in key sectors; and

10. An inventory of indicators and data sources in key sectors in the PRC to enhance performance monitoring system, that provides references to practitioners in PPMS.
