In the face of chronic capacity shortage of national highway systems, the Government of India launched in 1998 a nation-wide program of upgrading 13,000 km of arterial corridors of NH systems, called National Highway Development Project (NHDP). The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
