India: MFF - Uttaranchal Power Sector Investment Program (Facility Concept)

Sovereign Project | 37139-013

Summary

The objective of the facility is to co-finance long term slices of sector investment programs. It is a non-contingent facility, drawdown in tranches over the investment period and subject to specific warranties and representations especially in the area of safeguards, procurement, fiduciary oversight, and subproject eligibility criteria. The facility allows the authorities and project sponsors to sequence investment and non-investment interventions under the program, modify subproject priorities and reassign resources and time away from repetitive processing tasks towards implementation. The facility is akin to stand-by letter of credit. It finances the sector program "as you go", focusing on subprojects ready for implementation, while giving sponsors sufficient time to continue with processing tasks, link the investment to the budget cycle and raise additional co-financing from third parties.
