Project Outcome
Description of Outcome Transmission Expansion: New associated hydropower plants connected to the state's grid and the northern region grid within 6 months of commissioning
Progress Toward Outcome

State of Uttarakhand experienced very heavy rainfall and cloud burst on 16-17 Jun 2013. Although existing infrastructure of PTCUL was not impacted, the routes, alignment and approach roads for ongoing projects were damaged. Further, the hydropower plants for which the transmission infrastructure is required were delayed, thereby delaying the need for the transmission components.

ADB has extended this loan until the end of the MFF availability period, 30 March 2016, but due to the damage sustained from the disaster and associated delays, many projects will remain incomplete at that time.

PTCUL expects to be able to complete construction of the 400 KV line from the Srinagar hydroelectric plant to Srinagar Substation under this loan. Construction and financing plans for other projects are currently being formulated.

Description of Project Outputs

Transmission Expansion: Eight high-voltage transmission lines and associated substations constructed

Capacity Building: The Uttarakhand Energy Department and implementing agencies' staff trained for project management and implementation; development of human resource management program; upgrading of information technology systems

Status of Implementation Progress (Outputs, Activities, and Issues)

The transmission lines and substation works have been hampered in the wake of the disaster in 2013. One line connecting the Srinagar hydroelectric plant to the Srinagar substation will be completed under this loan. Plans for completion and financing of the other projects are currently being developed.

The project management office plans to undertake training activities in the next 12 months to strengthen the capacity within Uttarakhand's generation, transmission, and distribution utilities.
