Summary

ADB approved a multitranche financing facility (MFF) for the Power Transmission Enhancement Investment Program on 13 December 2016 for an amount not exceeding $800 million. Under tranche 4 the government seeks ADB financing for 10 subprojects covering (i) line bay extension and 281 kilometers (km) of 500-kilovolt (kV) transmission line from the 500-kV Muzaffargarh grid station for electricity evacuation from the 747-MW Guddu power plant; (ii) four new 220-kV grid stations and in/out transmission lines at Chakdara, D.I. Khan, Lalian, and Nowshehra; (iii) installation of a static var system (SVS) at 220-/132-kV Quetta industrial grid station; (iv) extension of 500-kV grid stations at Jamshoro and Gujranwala, and augmentation of 500-kV grid station at Rewat; and (v) the procurement of construction and operational equipment.

Project Rationale and Linkage to Country/Regional Strategy The power system needs the new subprojects to meet network demand, safety and security requirements, and to cater for additional generation capacity which is under construction and planned for the future economic growth of Pakistan. Expanding and upgrading the transmission backbone will provide reliable and high-quality supply to meet increasing demand from industrial, commercial, agricultural, and domestic customers.

Environmental Aspects The tranche's safeguards classifications and requirements are B for environment.
Involuntary Resettlement The tranche is currently classified A for involuntary resettlement, as the Chakdara subproject potentially involves more than 200 signficantly affected people. This will be reviewed once the measurement and price assessment of the land is complete and prior to finalization of the LARP.
Indigenous Peoples The tranche's safeguards classifications and requirements are C for indigenous peoples. No subproject under tranche 4 will affect people classified as Indigenous Peoples, as defined by ADB's SPS and by the Indigenous People Development Framework prepared for the project.
Stakeholder Communication, Participation, and Consultation
During Project Design All consumers (urban, rural, industrial, agricultural, commercial and domestic) connected to the grid are potential beneficiaries; however, their direct participation cannot contribute to the project design.
During Project Implementation Those affected directly by land acquisition and resettlement were closely consulted in preparation of the land acquisition and resettlement plan (LARP) or due diligence reports (DDR) for each subproject as applicable, and will participate in its implementation.
Business Opportunities
Consulting Services NTDC engaged two international and one national procurement experts, through the project preparation consulting firm, to assist with bid preparation and evaluation. NTDC will engage additional individual consultants to help the PMU with procurement, project supervision, and safeguards monitoring, using the project support component.
Procurement

NTDC will continue as the executing and implementing agency for tranche 4. The established PMU, which managed the previous three tranches, will be expanded to include all functions required for implementation, including procurement, contract execution and management, and safeguards implementation and monitoring. The PMU is headed by the General Manager (Projects), and includes an ESIC. The new PMU structure will include a Chief Engineer (Material Procurement and Management) responsible for all procurement and financial matters related to contract management.

The invitation for bids for the subprojects are all expected to be released within the first half of 2015.
