Summary

The program supports policy reforms to address long-standing issues in education, health, and water supply and sanitation. It also helps local governments, the private sector, and communities improve social service delivery.

Description

The Goal of the Balochistan Devolved Social Services Program (BDSSP) will be to assist Balochistan Province achieve progress towards MDGs and BPRSP goals in education, health, and WSS. The objectives of BDSSP are to (i) improve access to affordable, efficient, effective and quality education, health and WSS in the public and private sectors; (ii) decrease income-, gender-, ethnic-, and geography-based inequities in social services; and (iii) strengthen local governments, private sector and communities to improve social service delivery.

The program has four principal areas: (i) provincial efficiency incentives; (ii) managerial power; (iii) citizen voice and empowerment; and (iv) private sector engagement.

BDSSP will provide policy reform support for province-wide devolved social services (education, health and and water supply and sanitation ) through performance grants and technical assistance. The performance grants will be transferred under the Balochistan Performance Grant Rules 2005, which define the implementation arrangements, procedures and monitoring and reporting channels and mechanisms.

Project Rationale and Linkage to Country/Regional Strategy Balochistan province seems to be largely untouched by the buoyant economic growth witnessed in the past few years in Pakistan. A number of reasons are responsible for Balochistan's economic backwardness, and its inability to capitalize on overall economic growth of Pakistan. Balochistan is the largest province of Pakistan, nearly 45% of the surface area, with a population of around 6.5 million thinly dispersed. The rugged and inaccessible terraine, limited water resources for irrigation, large illiterate population, ethnic diversity and traditional women's status have all added to the challenges for economic growth and human development in Balochistan. Many of the above factors increase the cost of provision of social services in Balochistan. The predominantly agro-pastoral economy and severe droughts in the last decade have let to internal migration and increased vulnerability of the poor and women. Over exploitation of ground water, rapid disappearance of traditional surface ater sources and limited harvesting of surface water have further aggravated water scarcity.
Impact Balochistan province accelerates progress toward Millennium Development Goals (MDGs) and Balochistan Poverty Reduction Strategy relating to education, health, and water supply and sanitation (WSS).

Consulting Services Consultants and consulting firms will be recruited under ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for recruitment of local consultants.
Procurement The program loans will follow ADB standard procedures for procurement and disbursement. The loan proceeds will be utilized to finance the full foreign exchange cost, excluding local duties and taxes, of eligible items produced in and procured from ADB member countries, excluding listed ineligible items and imports financed by other multilateral and bilateral sources. All procurements under the program loan will be undertaken through normal commercial practices for the private sector or the federal Government's prescribed procurement procedures acceptable to ADB, with due consideration to economy and efficiency. The disbursement under the program loans will be made in line with ADB's simplified disbursement procedures and audit requirements.
