The TA will train officials of the Department of Roads (DOR) by using one of non-sample roads as a pilot case, and develop a road feasibility studies toolkit in line with ADB's guidelines and with modifications suitable to Nepal conditions. The toolkit will supplement the PWD and help the Government prepare road development master plan. Strengthened capacity of local contractors and consulting services will contribute to private sector development in the road sector.

The TA consultants will be recruited in accordance with ADB's The Use of Consultants by Asian Development Bank and its Borrowers.

The TA will be carried out by individual consultants: (i) about 3 person-months each of international input for transport economics and social resettlement; (ii) 2 person-months for FIDIC applications and quality assurance system (QAS); and (iii) 2 person-months of domestic inputs for environmental assessment.
