Description The Project will rehabilitate and reconstruct state roads under the state road rehabilitation program and enhance overall sector management capacity.
Project Rationale and Linkage to Country/Regional Strategy

The state road network requires improvement in terms of coverage and conditions. About half of the state roads are assessed to have deteriorated severely and require major rehabilitation largely because of the continuous short fall in investment on road maintenance until recently, and increasing volume of traffic and loads. The rehabilitation of 1,800 km of state roads under the Project will help complete the strategically important state road network and help meet the increased demands of road transport.

In principle, ADB's support is provided to improve state road sector management capacity along with physical investment to improve the state road network. The first loan demonstrated major achievements of the sector reform including the establishment of Madhya Pradesh Road Development Corporation (MPRDC) and its adoption of best practices of planning and maintenance systems, financial management, and public procurement. The Project is building on the substantial progress of the sector reforms under the first project of ADB assistance to pursue the sector development further and improve the state road network.

Status of Implementation Progress (Outputs, Activities, and Issues) (i) Consulting services: Construction Supervision Consultants for Package 1 (Bhopal) $5.8 m; and Package 2 (Jabalpur) ($4.6 m) awarded in Sep 2007. 19 contract packages have been awarded (11 packages in Bhopal and 8 packages in Jabalpur) during Sep 2007 to Feb 2010.

Consulting Services Two international consulting firms had been engaged for construction supervision of civil works under the Project. This is in accordance with ADB's Guidelines on the Use of Consultants.
