Project Rationale and Linkage to Country/Regional Strategy

An enabling environment for theprivate sector in general, and for Small-and medium enterprises (SME) in particular, is required across the economy. The absence of a coordinated strategy and framework that links policies, laws, and

institutional support, and enhances access to finance, skills, and markets, impedes the contribution of private sector development (PSD) and SME development to economic growth and job creation. Inadequacies are most obvious in ownership and property rights, access to finance, skills availability, registration, and licensing. The significant presence of the public sector and state-owned enterprises (SOEs) in commercial activities also affects PSD and SME development. This approach is well aligned with ADB Country Partnership Strategy as well as the Government's Strategy.

Consulting Services The TA will be implemented over a period of approximately 8 months, from February 2006 to September 2006, and will require an estimated total of 45 person-months of consulting services, of which approximately 15 person-months of international and 30 person-months of domestic consulting services. The following expertise have been identified at this stage for the international consultants: (i) SME/PSD specialist/team leader (5 person-months), (ii) financial sector specialist (3 person-months), and (iii) business services development specialist (2 person-months). In addition, approximately 5 person-months of international consultants' services will be further defined during the TA inception phase for the priority activities, as determined in consultation between ADB and the Government. Local consultants to complement the expertise of the international consultants will be engaged. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers and other arrangements satisfactory to ADB for the engagement of domestic consultants.
