|Status of Implementation Progress (Outputs, Activities, and Issues)
1. Project expressway: Civil works of the project expressway consisted of 16 subgrade packages financed by ADB and four pavement packages financed by domestic funds. Procurement of subgrade packages followed ICB procedures and was completed in 2008. Construction commenced on 1 January 2009. Comparing with the implementation schedule envisaged at appraisal, construction was delayed about 12 months. Main reasons were a delay in signing onlending agreement between SPTD and SDEC, and interruptions caused by Wenchuan Earthquake in May 2008. Procurement of pavement packages was completed in 2010. The overall progress of the project caught up with the original schedule and achieved a satisfactory accomplishment. Actual construction time of the project expressway was reduced from 48 to 40 months. The project expressway was completed and opened to traffic on a trial operation basis on 12 April 2012.
2. Local roads upgrading: The project includes 40 local roads with a total length of 430 km. Of which, thirty local roads with a total length of 402 km were financed by the government and the remaining 10 access roads with a total length of 27.6 km were partially financed by ADB. All local roads were completed before April 2012. In addition, Chongqing municipal government has voluntarily constructed a 66 km class II road in 2013 by connecting Chengkou (the remotest county of Chongqing) with the project expressway therefore travel time between Chengkou and Chongqing urban area via the project expressway was reduced from 8 to 4 hours.
3. Consulting Services: An international consulting firm has been engaged by SDEC in 2008 with 51 person-months consulting services. The consultant was fielded in January 2009. As of project completion, 38.5 person-months inputs, a reduction of 12.5 person-months due to shortened construction period, were provided. SDEC has engaged eight domestic consultants with total inputs of 6,390 person-months. Southwest Jiaotong University was engaged as the external monitor to undertake project benefit, resettlement, and social development monitoring assignments.
4. Capacity Building: A 35 person-months human resource development plan has been prepared with the help of the international consultants. As of project completion, a total 31 person-months overseas training which was reduced by 4 person-months due to government strict control were conducted covering all training fields. Knowledge learned from international training was shared and disseminated. SDEC has developed and launched a 50 person-month training program for Sichuan Communications and Technology Management College to enhance the local communications bureau staff's capacity and skills in road maintenance and traffic management. SDEC has organized internal trainings, workshops, seminars, technical discussions, and lectures for 1,358 staff.
