Summary

Batch 2 Investment Program will finance Batch 2 subprojects under National Highway Improvement Component. The proposed investment of Batch 2 Investment Program will continue focusing on improving domestic transport system serving inter-provincial traffic and selected national highways.

The proposed subprojects under Batch 2 Investment Program are: Sukkur-Jacobabad and Qila Saifullah-Zhob roads.

Description

Batch 2 Investment Program will finance Batch 2 subprojects under National Highway Improvement Component. The proposed investment of Batch 2 Investment Program will continue focusing on improving domestic transport system serving inter-provincial traffic and selected national highways.

The proposed subprojects under Batch 2 Investment Program are: Sukkur-Jacobabad and Qila Saifullah-Zhob roads.

Project Outcome
Description of Outcome Efficiency gain for road users along N50 and N65.
Progress Toward Outcome Sukkur Jacobabad road (N65) was completed on 31 December 2014 while Qila Saifullah-Zhob (N50) was physically completed in January 2014. Achievement of targets and outcome according to the project's design and monitoring framework is ongoing.

Description of Project Outputs 218 km of National Highway (N50 and N65) rehabilitated and upgraded.
Status of Implementation Progress (Outputs, Activities, and Issues)

The road projects have been completed. Sukkur Jacobabad road (N65) was completed in December 2014 and Qila Saifullah-Zhob (N50) was physically completed in January 2014.

The loan's closing date was 31 December 2014 and the loan is now at winding-up period. The government's project completion report was submitted to ADB on February 2014 while ADB's completion report is under preparation.

As envisaged by the project, it will benefit not only people in Sindh and Balochistan but also the regional traffic connecting Karachi to Quetta and Chaman and Quetta to Peshawar and Islamabad.

Environmental Aspects EMP is under implementation. Contractor's initial lack of concern has been overcome.
Involuntary Resettlement

Under the Sukkur-Jacobabad road, additional land acquisition totaling 11 acres was identified as necessary at four locations in Section-1, Section-2 and Section 3. NHA processed acquisition of this additional land by negotiating with the affected households.

For all new identified LAR issues, NHA prepared and endorsed corrective action plans as addenda to ADB approved sectional resettlement plans for ADB's review and concurrence. During mission meetings, NHA informed that land compensation has been paid to all affected households and confirmed that the external monitor has been mobilized to review progress and validate full implementation of corrective action plans and payment of compensation to affected households in all three sections. ADB advised NHA that the external monitor's report supplement to its final report of August 2013 be submitted to ADB to confirm full implementation of corrective action plans for all three sections.

Business Opportunities
Consulting Services The supervision consulting packages for Project 2 was engaged under Project 1 and has continued services for Tranche 2 after Tranche 1 loan was closed on 19 April 2011.
Procurement The Project has two civil works contract packages procured using International Competitive Bidding procedure. One package was awarded on 25 February 2010 and the contractor was mobilized in March 2010. The second civil works contract was awarded to the same contractor on 20 October 2010 and mobilized in December 2010.
