Summary

Technical Assistance is required in view of the complexity related to introducing social and environmental safeguards into the process for screening and approving investments in the sector, and for properly conducting financial and economic appraisals of proposed investments, as well as to better incorporate intensifying global and regional issues related to food security into sectoral policy-making and planning Furthermore, the limited experience of provincial agencies to manage sector development as implementing agencies of an international development grant, and the limited technical expertise to support agriculture and natural resources sector management at all levels of government, will necessitate technical assistance and support. An advisory technical assistance will be utilized for incorporation and the application of safeguards into project activities.

Project Rationale and Linkage to Country/Regional Strategy The TA will support the Lao government's objective of transforming the agriculture sector from its current subsistence nature into a more diversified, commercially oriented and environmentally sustainable sector.
Impact The project impact will be more efficient and sustainable natural resource management and higher sector productivity.
Project Outcome
Description of Outcome The expected outcome will be an enhanced institutional capacity at Provincial and State levels to manage natural resource-based developments and to more widely promote increased agriculture. Through this project, the capacities of the national and provincial agency staff to manage the sector will be enhanced, they will have access to a current database that correctly describes land use and suitability, successful development initiatives from earlier projects will be consolidated to make the investments more sustainable, and policy for the protection of traditional land user rights will be addressed along with other policy issues.
Progress Toward Outcome

The gender, environmental, and social safeguards analysis was conducted and incorporated in the feasibility study reports of all 71 subprojects through community consultation and participation.

The project GIS unit was established in the National Agriculture and Forestry Research Institute (NAFRI) to promote natural resource mapping including data pertaining to safeguards for land use planning and zoning for agricultural purposes. The GIS equipment and database were set up in each provincial project offices, and trainings were conducted from both aspects of GIS and safeguards.

Implementation Progress
Description of Project Outputs Project outputs comprise (i) capacity building in sector management, (ii) enhancement of agricultural productivity and commercialization subprojects, and (iii) project management.
Status of Implementation Progress (Outputs, Activities, and Issues)

(i) Several training workshops have been completed to improve capacity in sector management;

(ii) Total 71 subprojects are being implemented actively; and

(iii) The staff have been trained by the TA consultants on subproject planning and implementation particularly for gender, environmental, and social safeguards.

During Project Design Stakeholders were consulted during subproject design stage.
During Project Implementation During subproject implementation, stakeholders will continue to be consulted and invited to participate in assessment of needs, trainings and other related activities.
Business Opportunities
Consulting Services A total of 42 person-months of consulting services, comprising 18 person-months of international and 24 person-months of national consultants, will be recruited. All consultants will be engaged directly by ADB in accordance with the Guidelines on the Use of Consultants (2007, as amended from time to time).
