Summary

Description The Guangxi Nanning Urban Environmental Upgrading Project (the Project) is a key urban environmental improvement initiative of the Nanning municipal government (NMG) which aims to enhance the urban environment and public health in Nanning City. The incidence of waterborne and vector-borne diseases is expected to be reduced by 10% from the 2004 level. The Project comprises four subprojects: (i) Xinxujiang River environmental upgrading, which will reduce flood risk, improve wastewater management, and expand the green environment in the area along Xinxujiang River; (ii) Kelijiang River environmental upgrading, which will reduce flood risk, improve wastewater management, and expand the green environment in the area along Kelijiang River within Xiangsihu New District; (iii) solid waste management, which will strengthen the domestic solid waste management capacity and improve cleanliness of the streets; and (iv) Qingxiushan Park ecological upgrading, which will improve the environmental conditions and facilities of the park, a major tourism and recreational amenity in Nanning City, and thereby contribute to improvement of the city's air quality, promote tourism, and increase people's awareness of environmental protection. The Project will provide institutional capacity building and training on project management, operation and maintenance (O&M) of project facilities, and sustainable financial management of the implementing agencies (IAs). .
Project Rationale and Linkage to Country/Regional Strategy

Nanning is the capital of the Guangxi Zhuang Autonomous Region (GZAR). Nanning's economic growth has lagged behind other coastal regions in the PRC but it has experienced rapid economic growth during the last two decades. The annual growth rate of 12% for 2003 2004 was higher than the national average of 9.8%. The urban population has increased from 1.0 million in 1995 to 1.5 million in 2004, and is expected to grow further to 2.1 million in 2010 and 3.0 million in 2020.

Nanning is currently addressing three major development opportunities: (i) its role as a gateway to the landlocked provinces of the southwestern region of the PRC, (ii) its designation as a target city under the Government's Western Region Development Strategy, and (iii) its role as a gateway to the Association of Southeast Asian Nations (ASEAN).

To accelerate social and economic development, improve the quality of life for urban residents, and upgrade the urban environment, the provision of basic infrastructure and services needs to be expanded and upgraded in Nanning City. The Project will reduce water and soil pollution through flood control and wastewater and solid waste management (brown issues), and improve the quality of life of urban residents by increasing green space (green issues).

Progress Toward Outcome

The project implementation progress is generally satisfactory. Based on the revised implementation schedule, the project will still be able to be completed within the revised loan s physical and financial completion dates (i.e. December 2012 and June 2013, respectively). All contracts have been awarded and three out of four subprojects have been completed. The delay of the remaining Kelijiang subproject has been due to resettlement process. All project outcomes are likely to be achieved.

Based on the discussions during the loan reviews in December 2012 and May 2012, the NMG requested for realigning the embankment boundaries under the Kelijiang subproject on 16 April 2012. The realignment was proposed to avoid the impact of involuntary resettlement for the Chengxi village and Guangxi Agricultural Vocational College by shifting the embankment closer to the center of the Kelijiang river. The site visit and discussions during the loan review mission in May 2012 confirmed that the realignment will not affect the objectives, impact and outcome of the subproject. In both cases, only some parts of the Kelijiang riverbank will be affected where greening and landscaping will take place. ADB approval is in process.

As of May 2013, the overall implementation progress of the Project is 99%. It was confirmed that the original project scope has not been changed and that the original project objective will most likely be met. Implementation of the four subprojects is generally satisfactory. Based on the discussions and the site visits, it is concluded that attainment of the project's objective of enhancing the urban environment and public health in Nanning City will be highly likely.

Summary of Environmental and Social Aspects
Environmental Aspects Environmental monitoring of three completed subprojects (i.e. Xinxujiang river ecological upgrading subproject, Qingxiushan Park ecological upgrading subproject, and solid waste management subproject) are shifting from the construction to the operation phase. The discussion continues with the NMG to ensure appropriate environmental monitoring of the project. The last semi-annual environmental monitoring report covering January-June 2012 was submitted to ADB on 9 October 2012.
Involuntary Resettlement After the ADB's approval on realining the project boundaries, the resettlement process is now completed. The last semi-annual external resettlement monitoring reports covering January-June 2012 were submitted to ADB on 30 August 2012.
Indigenous Peoples The PIA has population of 3.03 million, of which about 1 million is from 35 ethnic groups. The main ethnic minority groups are Zhuang (95%) and Yao (3.8%). About 1,805 people will be affected by land acquisition and resettlement. Other ethnic minorities such as Miao, Dong, and Hui will not be not affected by land acquisition and resettlement. The social assessment report showed that ethnic minorities are highly assimilated in the main group of the Han Chinese in terms of socioeconomic characteristics, religion, social status, education, employment, and other service opportunities. There is no separate or otherwise specific zone within the PIA that is exclusively or predominantly inhabited by any ethnic minorities, and all ethnic minorities are mixed and live in the same communities. Specific provisions for ethnic minorities are included in the RPs, such as (i) employment opportunities and information, (ii) social security, and (iii) livelihood training. Impacts and special measures are incorporated in the RPs, and enhancement measures are in the SDAP.
Stakeholder Communication, Participation, and Consultation
During Project Design Stakeholder analysis and the role of each stakeholder are identified. The main stakeholders of the Project are urban residents; farmers; floating population; waste collectors; street sweepers; implementing agencies (IAs) such as the Nanning Investment and Development Company, Nanning Xiangsihu Investment, Construction and Development Company, Nanning Shixi Solid Waste Treatment Company, and Nanning Qingxiu Mountain Scenic and Tourist Resort Development Company; executing agency, i.e., the Nanning Municipal Government (NMG); and secondary stakeholders such as the All-China Women's Federation, Civil Affairs Bureau, etc. During the project design, a variety of participatory approaches such as participatory rural appraisal, workshops, focus group discussions, meetings, interviews, and surveys were employed to gain a better understanding of the demand, needs, and interests of the stakeholder, particularly groups that are normally excluded from the decision making process.
During Project Implementation Local district and county governments and communities will assist each IA in (i) acquiring land; (ii) implementing resettlement plans (RPs), the social development action plan (SDAP), and environmental management plan (EMP); and (iii) organizing local labor construction to ensure the participation and benefit of the Project to the poor, women, floating population, and other vulnerable people. Local people, particularly affected people and ethnic minority groups, will continue to be involved in the consultation and participation process, especially in the implementation of RPs, SDAP, and EMP. For the purpose of public disclosure, the EA, IAs, local governments, and village committees will receive copies of all relevant documents. An ongoing public information program on health behavior and sanitation will be continued in coordination with the Health Bureau and Environmental Protection Agency of the NMG.
