Summary

The impact of the proposed TA is to contribute to increasing effective investments in ICT in basic education for improved education opportunities and closer alignment with labor market needs in the participating countries (AZE, KAZ, KGZ, MON, TAJ, UZB). The outcome of the TA is to enhance the capacity of the participating DMCs for analysis, planning and effective implementation of projects and programs for ICT in basic education. The TA will have two outputs: (i) experiences and lessons learned exchanged for deepening awareness and understanding of benefits of ICT use and key issues relating to effective and sustainable ICT investment in basic education (through workshops at national and subregional level); (ii) publication of an integrated set of knowledge products on ICT in Basic Education for Development Results in the Central Asia Region , including hard copy and multi-media format.

The products will include a regional report on the status of ICT development in basic education in the region emphasizing experiences, issues and lessons learned, and future plans; issue papers on key challenges relating to educational preparedness, financial sustainability, and equitable access; and integrated tools for policy analysis and planning. The products will provide a comprehensive framework and tools for the DMCs to apply when planning future investment in ICT in basic education as well as a comprehensive analysis of the status and future prospects of ICT development in education in the region. The TA will be implemented over a period of 18 months, from May 2006 November 2007.

Consulting Services A total of 6 person-months (pm) of international and 60 pm of domestic consulting services will be required. This will include experts with knowledge of the Education Sector in the Region and particular expertise in the area of ICT in Basic education: financial sustainability, e-readiness in education, infrastructure and investment planning, social inclusion, school governance, management and capacity building. The consultants will be expected to provide analysis and inputs for the knowledge products, and develop analytical tools to be used for capacity building activities. A firm will be recruited using QCBS with full technical proposals, in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB.
