Summary

The impact of the TA is more effective urbanization processes and patterns, with less negative and more positive externalities, and leading to increases in productivity and living standards for the population. The first outcome of the TA is a coherent urbanization strategy adopted by the Government during the 11th Five Year Plan, prioritized regions and cities that will spearhead PRC?s urbanization strategy, and identified priority investment and policy areas that will need special attention by the Government. The second outcome is an improved, focused, effective and efficient ADB urban sector operational strategy in the PRC, a new PRC/ADB Urban Strategy to guide lending and non-lending operations over the next five years.

Project Rationale and Linkage to Country/Regional Strategy ADB's country strategy and program (CSP), 2004-2006, and CSP update (2006-2008) for the PRC support the country?s development strategy and are designed to promote pro-poor economic growth by enabling the poor to have greater access to the opportunities and benefits of economic prosperity. ADB?s operational program aims to (i) reduce inequalities, (ii) make markets work better, (iii) improve the environment, and (iv) promote regional cooperation. A workable urbanization strategy, particularly for rapidly-growing metropolitan regions, can have a significant impact on pro-poor economic growth in the PRC. This TA is in line with the goals of the CSP and supports the Government?s economic development and poverty reduction objectives.

Consulting Services The international consulting team will provide a team leader with broad experience in all aspects of the urban sector and specialists in urban development policy, urban economics, urban environmental management, and urban transport. The domestic team will include specialists with expertise in urban/regional geography, regional economics, water resources management, water and wastewater engineering, urban transport planning, energy management, municipal finance, and financial analysis.
