Description

The proposed TA will assist the Public Works Department of Uttaranchal (PWD) prepare (i) a master plan to develop and maintain a well connected network of roads comprised of national highways, state roads, district roads, and village roads; (ii) a detailed investment plan to improve critical network links identified by the PWD with possible financing from ADB to increase the efficiency of inter and intra-state freight and passenger transport; and (iii) a plan to enhance the capacity of the PWD to sustain a high quality road network.

The main outputs of the project will be: (i) a detailed review of the operational and financial capacity of the PWD to manage the state road assets to enable the state meet its economic and social development targets; (ii) a time-bound action plan to strengthen the PWD's capacity to provide the desired level of mobility and accessibility; (iii) a program of intensive training in contracting, project management and long term asset management designed and delivered to PWD staff; (iv) a complete review of the state road network, its strengths, weaknesses; and (v) an investment plan based on the network improvement program prepared by the PWD to provide mobility and accessibility at a level needed to sustain economic growth.

Consulting Services The TA will require 65 person-months (p-m) of consultants services (16 p-m of international consultants and 49 p-m of domestic consultants). The internationally recruited consultant will have expertise in: (i) public enterprise reform; (ii) transport planning/economics; (iii) highway design/pavement management; and (iv) contract management/procurement. The domestic consultants will have expertise in: (i) geotechnical engineering; (ii) environmental impact assessment; (iii) social and poverty analysis; (iv) corporate law; (v) finance and auditing; (vi) information technology; (vii) public enterprise reform; (viii) procurement and contracts; and (ix) workshop facilitation.
