Summary

The TA will prepare an investment project to help achieve the goal of sustainable urban development and poverty reduction in the North Eastern Region by upgrading urban infrastructure in four project cities (Guwahati, Imphal, Itanagar, and Dibrugarh). The output will be project feasibility studies for the four project cities. The main consolidated report will be complemented by four city reports. There will be separate technical reports on the key social and environmental safeguard issues (e.g., resettlement, need-based indigenous people's development plan, gender and development, environmental assessments, labor, socioeconomic surveys, etc.) and institutional and capacity building. Each city report will cover, among others, (i) city economic development strategy, (ii) infrastructure investment program, (iii) urban management improvement program, and (iv) urban poverty reduction program.

Project Rationale and Linkage to Country/Regional Strategy In line with ADB's support for disadvantaged and backward states, the Project will form an integral part of ADB assistance to the northeastern region for infrastructure investments and economic reform. Other sectors to receive assistance from ADB include power and transport. Such integrated support is expected to bring major investments to the regional economy, complemented by broad reforms in all sectors. The urban sector intervention presents a unique opportunity for ADB to address widespread poverty in the region through well-designed state and community initiatives.

Consulting Services The TA will be implemented over 7 months from around early September 2005 to April 2006. An international firm in association with a domestic firm will be engaged in accordance with the ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of domestic consultants. A consulting firm will be selected and engaged using the quality and cost-based selection (QCBS) method. The international consultants to be provided by the firm will likely include an urban development specialist as team leader, municipal finance expert/financial analyst, and economist. The domestic consultants will likely include a deputy team leader with expertise in drainage and water supply, urban governance and institutional development specialist, water supply engineer, solid waste management and drainage engineer, environmental specialists, financial analyst, transport, environmental, and public sector economists, municipal engineers and sector specialists, urban transport engineer, social development and indigenous people's specialist, gender development specialist, resettlement and land acquisition specialist, legal specialist, biodiversity specialist, earthquake engineer, disaster management specialist, flood management specialist, and public consultation cum poverty assessment specialist. Requirement for consulting services will be completed after the Fact-finding mission.
