Project Rationale and Linkage to Country/Regional Strategy Provision of urban infrastructure and services is the responsibility of urban local bodies in India. The efficient and sustainable delivery of these services requires proper institutional structure, delegation of more power and authority to local governments, adequate financial resources, and the support of national and state governments. The Government?s policy as stated in the Tenth Plan, gives high investment priority to provision of basic civic amenities for water supply and sanitation, urban transport, poverty reduction, upgrading of urban slums, and institutional development.
