Summary

The proposed TA will help to prepare a project that will improve access to and quality and relevance of demand driven vocational education and skills training (VEST) for youth and adults. The TA will address the issues mentioned and will prepare a project that will (i) rationalize the current VEST system and build up capacity required to stimulate relevance, equity, flexibility and efficiency of primary vocational education, including upgrading and rehabilitating selected training facilities; (ii) increase skills training and retraining opportunities for adults; and (iii) strengthen public-private partnership by expanding linkages between supply of vocational education and skills training and labor market needs.

Consulting Services An international consulting firm will be engaged for the Project. The following international consultants will be required (i) VEST and organizational development specialist; (ii) labor market analyst and education economist; (iii) training and curriculum specialist; (iv) facility, equipment and financial specialist; and (v) education management information system specialist. The following domestic consultants will be required (i) education policy analyst; (ii) labor market analyst; (iii) teacher training specialist; (iv) VEST curriculum specialist; (v) vocational education facilities and equipment specialist; and (vi) textbook and training material development specialist.
