Summary

The purpose of the TA is to improve efficiency and quality of project management and monitoring in the Ministry of Finance and Treasury (MOFT) and line ministries. Specially, the objectives of the TA are to assist MOFT (i) in developing a system, including a management information system (MIS), for effective management and monitoring of projects funded by international financing institutions, and (ii) in strengthening capacity of the staff of the ERM Section and senior officials of MOFT in financial planning and project management and monitoring to support the line ministries.

ADB will engage one (1) international consultant with expertise in project management, procurement procedures, and training experience; and two (2) domestic consultants with expertise in development and implementation of MIS, and training experience. The international consultant will engage one administrative assistant to assist in logistics and domestic support.

The services will comprise about (i) 6 person-months of international consultant, (ii) 5 person-months of domestic consultants, and (iii) 6 person-months of an administrative assistant.
