Description

The TA will prepare two separate investment projects for possible ADB financing. It is divided into two components, each responsive to the particular needs of the concerned provinces. Component A will address Sanmenxia Municipality in Henan Province's proposal for improving ecological agriculture and raising productivity, while Component B will address Shanxi Province's proposal for integrated agriculture development in valley areas.

The TA will appraise each Province's proposals, assess the sector analysis and the assumptions upon which their proposals are based, complete sector and market analyses as needed, compare alternative approaches to meeting project goals and desired outcomes, and identify design improvements as needed. Each component will be structured into two phases. Two major outputs are expected under Phase I: first, the sector and subsector situation analysis with the accompanying technical, economic, and institutional assessments; and second, agreement on the project rationale, scope, and approach. The work carried out under Phase I needs to confirm that the Government's proposals are addresing the binding constraints in the sector, assess proposed solutions and compare them with alternatives, demonstrate the economic rationale for the proposed investment as a public sector operation in terms of addressing failures or limitations of markets, and prepare the subproject selection criteria. Based on the successful delivery of the outputs under the first phase, Phase 2 wil cover the activities leading to the design of the investment projects.

The proposed investment projects will seek to maximize benefits to small-scale farmers and ensure linkages to markets through viable agro-enterprises. Assessments related to ADB requirements on relevant safeguard policies triggeredwill be addressed through the study. During Phase 2 of the TA, the institutional capacity, including the financial management capacity of the executing agency and implementing agencies, will be evaluated; project costs will be prepared; and economic and financial feasibility will be assessed. Throughout both phases, ADB's project performance management system guidelines and ADB's Guidelines on Project Design and Monitoring Framework will be followed, and effective stakeholder consultation and participation will be carried out.

Project Rationale and Linkage to Country/Regional Strategy The strategy for assistance and operations in the 2004-2006 CSP is based on four PRC development objectives: promoting equitable and inclusive growth; making markets work better; improving the environment; promoting regional cooperation. The project will support inclusive growth, improving market functions, and environmentally sustainable production.

Geographical Location Henan and Shanxi Provinces are located in the eastern part of the Loess Plateau of PRC. The Sanmenxia area of Henan Province is located along the middle section of the Yellow River and consists mainly of highland and mountain areas.

Consulting Services The two components will be implemented independently through separate contracts by separate consulting firms. Under Component A (Henan Sanmenxia), consulting firms will be engaged comprising six international consultants for 16.5 person-months and six domestic consultants for 16.5 personmonths. Under Component B (Shanxi), consulting services will be engaged comprising six international consultants for 16.5 person-months and six domestic consultants for 19.0 personmonths. the consultants will be selected and engaged b ADB using the quality-and-cost-based selection method in accordance with ADB's Guidelines on the Use of Consultants.
