Summary

To suport the Government's goal of increasing revenue collection by modernizing revenue administration, the PPTA will design a strategy and action plan focusing on investment in ICT, reorganization, and training, which can be the basis for a project loan suitable for ADB financing. The main output will be the detailed project design. Int he process of preparing the main output, the consultants will also: (i) prepare detailed analyses of weaknesses in revenue administration; (ii) make concrete recommendations for addressing these weaknesses; (iii) develop a clear and comprehensive strategy for revenue modernization; (iv) design an action plan that contains time-bound milestones; and (v) train key STI staff on best practices in tax administration modernization and on ADB project implementation procedures.

Consulting Services The TA will require 29 person months of consultant services: 4 international, for 14 person months, and 4 domestic, for 15 person months. . The international consultants will include a tax administration specialist, an ICT specialist, a financial management specialist, and a project managemetn specialist. In consultation with STI, ADB will select and engage invidual international consultants with domestic associates to provide services in accordance with the terms of reference in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for selecting and engaging of domestic consultants.
