Description

The purpose of the TA is to develop sustainable access of selected Nanjing water and infrastructure utility companies to private long term capital finance markets. This TA will help (i) assist in management structuring, development of corporate governance best practices and overall capacity building for a newly formed integrated water utility; (ii) support development of accounting and auditing practices consistent with best international practices; (iii) assist in development of management, planning and financial information documentation system necessary for initial and ongoing interface with one or more international credit rating agencies, (iv) through ongoing dialogue with central government agencies to increase transparency of approval procedures for turue utility bond issuers; and (v) structure a bond issuance by a parent infrastructure company (identity to be finalized shortly) for distribution to a multiple and diversified private investor base.
