Summary

The proposed TA will have two components: (i) Chongqing-Lichuan Railway Project, and (ii) Railway Safety Development Project. The objective of component (i) is to assist the Government to review and strengthen the feasibility study, the environmental impact assessment, and the resettlement plan to satisfy the requirements for ADB financing of the proposed Project. The scope will cover railway engineering including alignment review, intermodal traffic analysis, economic, financial and socio-economic analysis including poverty reduction impact, review of resttlement arrangements and the environmental impact assessment. Local survey for resettlement and socio-economic sampling will also be undertaken. This component envisages the construction of a 244 km Class I railway between Chongqing to Lichuan. For component (ii), the proposed TA will assist the Government to review and strengthen the feasibility study for the development of railway safety component.

Consulting Services The TA will require about 39 person-months of consulting services (16 international and about 23 domestic) spread over 5 months, including fieldwork. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers and other arrangements satisfactory to ADB for the engagement of domestic consultants. A consulting firm will be selected and engaged following the quality and cost-based selection method, and simplified technical proposals will be required. The international consultants will have expertise in railway safety, railway engineering and operation, transport economics, traffic forecasting, institution building, resettlement and social and poverty analysis. These consultants will also have expertise in financial analysis, financial management, and environmental sciences. Expertise required from domestic consultants will be in the fields of railway safety, railway engineering and operation, transport economics, and resettlement and socioeconomics. Environmental engineering will also be an area of expertise. The consultants will procure equipment in accordance with ADB's Guidelines for Procurement.
