Project Rationale and Linkage to Country/Regional Strategy This TA was firstly discussed during the 2006 Country Programming Mid-term Review Mission and was listed in the ADB's Country Strategy and Program Update (2007-2009).

Project Outcome
Description of Outcome New and improved policies, plans, and documents on new industrialization in Hunan and on implementing the "new countryside" concept in Jiangxi.
Progress Toward Outcome The outcomes will be assessed upon completion of the TA.

Description of Project Outputs

1. Recommendations on targets, priorities, policies, action plans, and measures for equipment manufacturing, renewable energy, environmental protection, and integrated logistics in Hunan Province; and

2. Recommendations on targets, priorities, policies, action plans and measures for rural industry, infrastructure, village governance, training, logistics, property rights, and environmental protection in Jiangxi.

Status of Implementation Progress (Outputs, Activities, and Issues)

The TA was approved on 12 December 2007 and TA letter was issued on 16 January 2008. The TA letter was signed by the PRC Government on 20 February 2008.

The consulting firm was recruited for each package and consultants mobilized in October 2008. Four individual consultants for these two components are recruited.

Inception workshop for each package was held in November 2008 and final inception reports submitted to ADB in December 2008 and Steering Committee's comments are incorporated.

The midterm workshops were held in July 2009 and August 2009 for Jiangxi and Hunan packages, repectively. The final midterm report for Jiangxi package was submitted to ADB and the EA and was accepted in September 2009. The final midterm report was submitted to ADB and EA on 30 September 2009. The final midter report for Hunan package was submitted and accepted in December 2009.

The final review workshop for Henan Package was held on 23-24 March 2010 and the revised final report was accepted by ADB and EA. The final report was printed and disseminated. This package was completed.

The final review workshop for Jiangxi Package was held from 27-28 June 2010, the revised final report is accepted by ADB and EA in September 2010. The final report was printed and disseminated. The package was completed.

The TA was completed by 31 December 2010.
