Description The main objective of the technical assistance is to improve the efficiency of the poverty monitoring system and development result management in Nepal in line with the country's poverty reduction strategy and Millennium Development Goals (MDGs) targets. The project intends to further develop the institutional and technical capacities of NPC and CBS.
Project Rationale and Linkage to Country/Regional Strategy In line with the Statement of Heads of Multilateral Development Banks issued in Monterrey in 2002, ADB's approach to managing for development results incorporates assistance to DMCs on the use of country-based results management approaches, particularly in pursuing the MDGs and assisting in developing a results-oriented and coherent national poverty reduction strategy as well as poverty monitoring and evaluation. This is also helping harmonize the Tenth Plan, which is also the Government's poverty reduction strategy, and ADB's country strategy and program toward jointly accepted development results. Among the lessons learned by ADB and its practices to date is that capacity building for, and participation by DMCs, in delivering a results agenda is crucial.

Project Outcome

Description of Outcome MfDR approaches and practices operationalized in selected public sector agencies.
Progress Toward Outcome Business plans have been prepared for all the Government agencies targeted under the TA. These business plans will be internalized by the Government agencies in thier operations.

MPPW, MLD, MOES, and NPC implement an MfDR approach in planning, budgeting, and monitoring their mandated responsibilities

Results framework, indicators, and business plans implemented in MOAC and MOWR operations

Results-based budgets implemented by two public agencies.

Capacity of staff in selected agencies to apply MfDR approaches enhanced

Status of Implementation Progress (Outputs, Activities, and Issues)

- Review of the results frameworks, and other initiatives undertaken and readiness assessment tool applied to prepare/update the status report of selected agencies.

- A business plan including a results framework with all the necessary parameters for 13 Government agencies prepared.

- Readiness assessment undertaken in additional two ministries - Ministry of Agriculture and Ministry of Energy - and one department under each of the two ministries. Business Plans of all the selected agencis prepared.

- Based on the MfDR results of readiness assessment tools, framework for results based budgeting for Department of Transport Management and Metropolitian Traffic Police Division have been developed.

- Capacity building trainings undertaken.

During Project Design The Government showed strong interest and confirmed the need of the Project.
During Project Implementation NPC, line ministries, and development partners have been working closely in institutionalizing MfDR approaches in government institutions.
