Summary

The objective of the TA is to provide assistance to the Government in the reform process to improve efficiency and access of infrastructure services to all consumers in power, telecommunications and water and sewerage.

The TA will help establish a multi-sector regulatory commission to promote good governance, create a conducive environment for competition, and encourage new investments to meet increased demand and improve access to infrastructure services. The TA will also assist the Government in developing a rural electrification strategy that will facilitate increased access to sustainable electricity services for the rural population.

A firm will be engaged to provide 16.5 person-months of international and domestic consulting services comprising (i) regulatory and institutional expert (international, 6 person-months); (ii) legal experts (international, 2 person-months, and domestic (1 person-month); (iii) financial expert (international, 3 person-months); (iv) power system planner (international, 2.5 person-months); and (v) power economist (international, 2 person-months). The firm will propose an approriate resource allocation between the two components and a team leader among the experts. The team leader will coordinate the work and act as a focal point for the Government of Fiji and ADB. The firm's contract will include provision for resource persons experienced in infrastructure regulation and management of rural electrification programs in the Asia-Pacific Region. Resource persons will be identified by the firm and agreed upon with ADB. Workshop facilitators will be hired on an individual basis and fielded as needed. The domestic consultant will be associated with the international consultants. The firm will be recruited using quality- and cost-based selection procedures; simplified technical proposals will be requested. The simplified technical proposal and work plan will clearly indicate a plan for stakeholder consultation and dissemination, and capacity building activities. The firm will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by the Asian Development Bank and Its Borrowers.

The team of experts will perform advisory services to address the Government of Fiji's objectives for (a) establishing a multi-regulatory commission covering the following infrastructure sectors: (i) power; (ii) water and sanitation; and (iii) telecommunications; and (b) a master plan for rural electrification. The experts will perform the tasks on an intermittent and phased basis that allows for the political process and legislative amendments. The work will integrate ongoing work on reforms and tariff reviews in the sectors. Further, the experts will be responsible for providing capacity building services, conduct workshops and presentations, and ensure continuous stakeholder involvement such that stakeholders are able to understand the rationale behind the proposed approaches and options. Capacity building services will also include identifying, inviting, and arranging for authorities and agencies from the Asia-Pacific Region to present relevant regulatory and rural electrification approaches and models appropriate for the Fiji Islands.
