Summary

The TA will build on the progress with TA-4288-NEP and focus on establishing an institution with responsibilities to analyze the economic reform agenda of the Government and obtain consensus on the policy recommendations. It will ensure active participation of stakeholders in the public and private sectors, consensus on policy issues, and ownership of the policy recommendations and thus enhanced implementation of the Government's poverty reduction strategy will be achieved. A mechanism for participation of local and regional level stakeholders in the economic policy networking process will be established and provisions will be made for a sustainable informed policy making process.

Description

The TA will build on the progress with TA-4288-NEP and focus on establishing an institution with responsibilities to analyze the economic reform agenda of the Government and obtain consensus on the policy recommendations. It will ensure active participation of stakeholders in the public and private sectors, consensus on policy issues, and ownership of the policy recommendations and thus enhanced implementation of the Government's poverty reduction strategy will be achieved. A mechanism for participation of local and regional level stakeholders in the economic policy networking process will be established and provisions will be made for a sustainable informed policy making process.

The TA will help the Government in (i) establishing an institution and a framework for demand driven economic policy dialogue; (ii) expanding the network for economic policy dialogue and analysis and information dissemination at the local and regional levels; (iii) providing assistance for policy research and analysis; and (iv) instituting a mechanism for monitoring and evaluation of the policy reform agenda and their impacts and (v) facilitating the adoption of modalities needed for its sustainability.

Project Rationale and Linkage to Country/Regional Strategy ADB?s CSP (2005-2009) for Nepal emphasizes supporting the policy reform programs of the Government and their implications for fostering poverty reduction and forging a more inclusive society. Policy reform in Nepal has historically suffered from slippages and implementation delays. An ad hoc, top down, and supply driven approach has characterized policy making. Moreover, appropriate arrangements for policy implementation and monitoring have been absent. ADB has supported the establishment of an economic policy network with active participation of stakeholders in the public and private sectors under technical assistance (TA) 4288-NEP Establishing Economic Policy Network.

- Report on the policy papers submitted by the consutlants.

During Project Design The TA is strongly supported by the Government and private sector. Demand for this TA came during the programming sessions and other consultations with the stakeholders. Further consultations trhough workshops and meetings during the fact facting mission will be held with the concerned stake holders.
