Description The investment program is designed to benefit all grid-connected consumers with adequate and reliable supply of electricity and is expected to support the achievement of the Government's goal of Power for all by 2012 by increasing transmission capacity and enhancing the reliability and efficiency of the transmission network.
Project Rationale and Linkage to Country/Regional Strategy The investment program will (i) provide long-term and predictable financing for POWERGRID's huge investment requirement; (ii) help POWERGRID prepare for external commercial borrowing to broaden and deepen its access to financial markets; and (iii) ensure sound environmental and social safeguard policies are followed.
Impact Increased transmission capacity and affordable and reliable power supply for sustained economic growth.
Project Outcome
Description of Outcome National Power Grid strengthening and augmentation/expansion with transmission bottlenecks removed and losses reduced.
Progress Toward Outcome All originally envisaged 17 contract packages have been awarded. Project under various stages of implementation. Out of 4356 foundations 4288 have been completed. Tower erection has been completed for 4007 locations out of 4356. Stringing completed for 1256 km out of 1758 km.

All 17 contract packages awarded. Project under implementation.

Out of 4356 foundations 4288 have been completed. Tower erection has been completed for 4007 locations out of 4356. Stringing completed for 1256 km out of 1758 km.

Contracts for related HVDC terminal stations package financed from POWERGRID's own resources have been awarded and under implementation.

Environmental Aspects

There are no adverse environmental and social impacts expected by the implementation of the Project.

Project is classified as Category B in accordance with ADB's Environmental Assessment Guidelines, 2003. An Initial Environmental Examination (IEE) has been prepared in accordance with the Environmental Assessment and Review Framework.

Involuntary Resettlement ADB is funding +/-800kV HVDC transmission lines only. Compensation Plan for Temporary Damages (CPTDs) has been prepared.
Indigenous Peoples No Indigenous Peoples Development Plan (IPDP) is required.
Stakeholder Communication, Participation, and Consultation
During Project Design POWERGRID has been consulting with stakeholders including affected people and communities during the project design and implementation.
During Project Implementation Consultations will continue during the project implementation period.
