Description The investment program is designed to benefit all grid-connected consumers with adequate and reliable supply of electricity and is expected to support the achievement of the Government's goal of Power for all by 2012 by increasing transmission capacity and enhancing the reliability and efficiency of the transmission network.
Project Rationale and Linkage to Country/Regional Strategy The investment program will (i) provide long-term and predictable financing for POWERGRID's huge investment requirement; (ii) help POWERGRID prepare for external commercial borrowing to broaden and deepen its access to financial markets; and (iii) ensure sound environmental and social safeguard policies are followed.
Impact To promote sustained social and economic prosperity and growth in India by providing adequate and reliable power supply.
Project Outcome
Description of Outcome Enhanced transmission network reliability and efficiency through expansion and augmentation of the national transmission grid.
Progress Toward Outcome

All originally envisaged 11 contracts have been awarded and the project is under implementation.

Two conductor packages have been terminated and rebid for the same has been completed for the procurement of remaining amount of conductors in four packages. Contracts for these rebid packages have been awarded and are under implementation.

Status of Implementation Progress (Outputs, Activities, and Issues)

All 11 contract packages awarded. Project under implementation. Out of 4357 nos. 4288 nos foundations completed. Tower erection has been completed for 4007 out of 4356. And Stringing completed for 1256 kms out of 1758 kms.

Civil works for substation has been started and delivery of equipment has already been commenced.

Summary of Environmental and Social Aspects
Environmental Aspects

No adverse environmental impacts are expected by the implementation of the Project.

The Project has been classified as Category B in accordance with ADB's Environment Policy (2002). An Initial Environmental Examination (IEE) was prepared in accordance with the Environmental Assessment and Review Framework and approved by ADB during processing of FFA/Tranche 1 (Loan No. 2415-IND).

No unanticipated environmental impacts of significance were noticed during the implementation.

Involuntary Resettlement ADB is funding +/-800kV HVDC transmission lines only. Compensation plan for Temporary Damages (CPTDs) have been prepared.
Indigenous Peoples No indigenous Peoples Development Plan (IPDP) is required.

During Project Implementation Consultations will continue during the project implementation period.

Consulting Services Not required.
Procurement Advance contract for procurement of goods and services will be allowed, subject to these being eligible according to agreed procedures, and ADBs Procurement Guidelines.
