Summary

The purpose of the TA is to (i) assist the EA in preparing the Project that will upgrade the Korle-Kuche section of the G314 Highway to a 4-lane expressway suitable for ADB financing; and (ii) review road issues and provide the basis for strengthening the ongoing policy dialogue with the Government. The TA will include three outputs: (i) a study on the impact of the G314 Highway improvement on regional economic cooperation; (ii) a feasibility study, including an EIA and summary EIA, resettlement plan, ethnic minority development plan for the Project in conformity with ADB's requirements; and (iii) the EA's strengthened capacity for project preparation, and increased familiarity with ADB's operational policies and procedures on procurement, consulting services, safeguard issues, economic and financial analyses for investment projects, and project monitoring and evaluation through training.

Project Rationale and Linkage to Country/Regional Strategy ADB's Country Strategy and Program in the road sector supports (i) construction of roads that connect major growth centers and link the hinterland economies; (ii) integration of the network so that the national trunk highway system is supported by a system of local roads, particularly those that provide access to poor areas; (iii) promotion of road safety and reduction of vehicle emissions; (iv) institutional strengthening to increase the commercial orientation and efficiency of expressway organizations; (v) improvement of highway planning and evaluation techniques; (vi) adoption of pricing policies to ensure optimum use of road transport capacity; and (vii) use of alternative methods of investment financing, including private sector participation. The Project is consistent with the PRC?s development priorities and ADB?s strategy.

Consulting Services The TA will require 39 person-months of consultant inputs (13 international and 26 domestic). The international consultant's team will have expertise in the following fields: highway engineering, transport economics, road safety, financial analysis and expressway operations, social and poverty analysis, and environmental assessment. The international consultants will be supported by domestic consultants in highway engineering, transport economics, road safety, financial analysis and expressway operations, social and poverty analysis, resettlement, and environmental assessment.
