Summary

This RETA is part of a $38 million Regional Project, Prevention and Control of Avian Influenza in Asia and the Pacific approved by the ADB Board on 13 March 2006. A comprehensive description of the regional project can be found at http: www.adb.org Documents ADBBO RETA 39662022.ASP The Project aims to make significant contribution to reducing the prevalence of avian influenza among poultry and reducing the vulnerability of human population to influenza. This will be achieved through preventing the infection at source by supporting systems and incentives for early reporting of avian influenza outbreaks and rapid containment. The Project will also support regional activities to improve the reporting and management of human influenza cases through regional interagency collaboration, regional cooperation in sharing information and upgraded national capacity.

Description of Project Outputs

Component 1: Regional Capacity Building through strengthened national capacities for containing avian influenza outbreaks through support from ASEAN and FAO, prevention of H5N1 human influenza, and preparation for a potential human influenza pandemic with support from WHO

Component 2: Regional Coordination between affected countries and technical agencies, rapid regional response and containment capacity, and enhanced risk communication efforts in all countries

Component 3: Avian influenza response facility with a flexible and fast-disbursing mechanism in place to address the needs of an evolving and uncertain avian influenza epidemic

Component 4: Project administration, where ADB develops capacity to administer an investment project with a number of different implementing agencies

Business Opportunities
Consulting Services Consulting Services will be financed under this project in support of (i) the Avian Influenza (AI) Secretariat in ADB and (ii) the implementing partner agencies (ASEAN, FAO and WHO). For AI Secretariat five individual consultants will be recruited: (i) regional coordinator 24 months (ii) project administrator specialist 24 months (iii) training capacity building specialist 6 months (iv) livestocks specialist 6 months and (v) legal advisre 3 months. Consulting services in support of the implementing partner agencies will be advertized on their respective websites (ASEAN, FAO and WHO).
