The objective of the TA will be to initiate reforms of its public enterprises by the Government. The TA would help the Government design and implement public enterprises reform measures. The TA will focus on (i) development of institutional framework for implementing the public enterprises reforms program; (ii) preparation of business restructuring plan for enterprises identified to be restructured while being retained under Government's ownership; and (iii) advising and assisting the government in disinvestment of its shareholding in public enterprises for identified enterprises through public floatation of shares and/or induction of a strategic partner. This program has been conceptualized as a pilot program to enable Government to develop capacity and to gain experience and skills in implementing public enterprises reforms which can be extended to the remaining enterprises not covered under the current program in the future.
