Project Rationale and Linkage to Country/Regional Strategy The Government?s Railway Development Plan (2004) gives priority to unserved areas, particularly railway lines that would improve links between poor inland provinces in the western and central PRC and more prosperous coastal areas. The study will support the Government?s Railway Development Plan and is consistent with ADB?s country operational strategy.

Description of Project Outputs The TA will (i) review the current practices adopted by MOR for managing railway emergencies; (ii) research best international practices and experiences on railway emergency management system; and (iii) recommend actions for developing an efficient and effective railway emergency management system, which should be realistic for the Government and MOR to implement. Appendix 1 gives the design and monitoring framework. The study would make use of experience in other railways, and involve active participation of railway management.

Consulting Services A consulting firm will be engaged by ADB using simplified technical proposal procedures and the quality- and cost-based selection method in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time) and other arrangements satisfactory to ADB for engaging national consultants. TA will require about 14 person-months of international consulting services and about 9 person-months of national consulting services to carry out the terms of reference. The international consultants will have expertise in the following fields of the railway transport relating to emergency and crisis management systems: (i) the concept, organization, working principles, mechanism, design and implementation, (ii) network development and management, information and communication systems, and technical issues, and (iii) regulation, rules and institutional issues. The national consultants will have expertise in the following fields of railway transport relating to emergency management and crisis management systems in the PRC: (i) concept, organization, working mechanism; (ii) network management, information and communication systems and technical issues in the PRC, and (iii) regulation, rules and institutional issues.
