Project Rationale and Linkage to Country/Regional Strategy With the rapid expansion of the PRC?s road network, it is increasingly important for a national PRC standard to be adopted to make the introduction of intelligent transport system (ITS) more systematic and economic. By specifying how systems and components interconnect, the standards would promote interoperability. The result of good standardization is to open markets; encourage competition; and ensure integration, quality, and efficiency. The TA will enable ADB to expand the scope of its road sector assistance to cover private sector participation, environmental sustainability, and a better road asset management system.

Description of Project Outputs The impact and outcome will be achieved by (i) reviewing the current status of intelligent transport system (ITS) in PRC including existing strategies, policies and plans on ITS, and related laws, regulations, institutes and standards; (ii) reviewing similar systems to travel information service system (TISS) in developed countries; (iii) identifying key issues and recommendations; (iv) preparing recommendations to PRC's ITS and TISS; (v) preparing a standard architecture framework on TISS; (vi) preparing TISS implementation and operation guidelines; (vii) capacity building through workshops and training programs; and (viii) disseminating the result through publication to related agencies and stakeholders.

Consulting Services The TA will require about 34 person-months of consulting services (4 international and 30 national) spread over a period of 8 months, including field work. A national consulting firm in association with an international consultant will be engaged by ADB using the simplified technical proposal procedures and quality- and cost-based selection method based on the quality-cost ratio of 80 to 20 in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers.
