Summary

The outcome of the TA is to prepare a strategy to manage the railway passenger operations more efficiently. To achieve this objective, the TA will (i) prepare guidelines for planning train operations on a network and origin-destination basis for passenger dedicated railway lines (PDL), (ii) prepare a sales and marketing strategy that can be adopted by MOR for the dedicated passenger lines, (iii) recommend appropriate pricing policies and tariff structure to be adopted by MOR, (iv) researching the best international experience in developing the related transport services on similar railways, recommend an appropriate system to be adopted by MOR, and (v) recommend suitable decision support systems for the day to day management of the train operations to be adopted by MOR.

Consulting Services A team of international consulting firm in association with national consultants will be engaged by ADB using the simplified technical proposal procedures based on the quality and cost-based selection method in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging national consultants. The TA will require about 18 person-months of international and about 20 person-months of national consulting services to carry out the terms of reference. The international consultants will have expertise in the following fields of the railway passenger transport: (i) railway transportation planning, (ii) sales and marketing, (iii) pricing policy and tariff issues, (iv) related transport services for railways, and (v) railway management decision support system. The national consultants will have expertise in the following fields of railway passenger transport: (i) train operation planning, (ii) sales and marketing strategy, (iii) pricing and tariff issues, (iv) transport services, and (v) decision support systems for management of railways.
