Summary

The objective of the TA is to prepare a project that is suitable for ADB financing and expected to improve living and health conditions and facilitate economic development of Kunming through the provision of reliable water supplies. The ensuing loan project will assist the Government in providing a total of 104 million m3 of water annually. The areas benefiting from the new resources will be the New Airport Economic Zone (62 million m3 annually), the Eastern Development Zone (35 million m3 annually) and Xundian County (7 million m3 annually). The exact scope of the ensuing project will be determined after the completion of the PPTA. Tentatively, the project is expected to comprise three main parts, Part A: development of additional water resources in Xundian County which lies some 100km to the north of the main urban area of Kunming, Part B: conveyance of those resources south to make them available as an urban water resource, and Part C: institutional development.

The areas benefiting from the new resources will be the New Airport Economic Zone (62 million m3 annually), the Eastern Development Zone (35 million m3 annually) and Xundian County (7 million m3 annually). The exact scope of the ensuing project will be determined after the completion of the PPTA. Tentatively, the project is expected to comprise three main parts, Part A: development of additional water resources in Xundian County which lies some 100km to the north of the main urban area of Kunming, Part B: conveyance of those resources south to make them available as an urban water resource, and Part C: institutional development. Part A will increase water storage capacity of existing Qingshuihai Lake by diverting water from surrounding catchments of Banqiao River, Shiqiao River, Xintian River, and Tabizi River. Part B will convey water from Qingshuihai Lake to Tongxin Gate, and then divert to the New Airport Economic Zone through the planned Jinzhongshan Reservoir and to the Eastern Development Zone through the existing Songhua Reservoir. Part C will aim to strengthen financial and managerial capacity of KMG in implementing the project, and operating and managing the facilities constructed under the project.
Project Rationale and Linkage to Country/Regional Strategy

The proposed project will address the projected water shortages in the fast-developing New Airport Economic Zone and the Eastern Development Zone of Kunming City . These are identified as newly urbanized areas under the Kunming City master plan . The Kunming municipal government (KMG) has included the proposed project in its 11th City Five-Year Plan for 2006?2010, which was approved recently. In July 2005, the Yunnan Water Conservancy and Hydropower Survey, Design and Research Institute prepared a draft feasibility study report (FSR). The Japan Bank for International Cooperation (JBIC) is financing a separate water supply project (Kunming Water Supply Project), which is under construction. The JBIC Project will provide additional water to the northern part of the main urban area. ADB previously provided support for the development of urban water resources in the PRC. The project objectives are similar to the Harbin Water Supply Project, which is being implemented, and the earlier Dalian Water Supply Project.

One of ADB?s strategic objectives in the PRC is to improve the environment and protect natural resources. The proposed project is consistent with ADB?s strategy. In support of the strategy, policy dialogue will continue on (i) integrated urban development planning, (ii) integrated water resources management, (iii) water sector institutional arrangements, (iv) water pricing as a demand management tool, (v) private sector involvement, and (vi) tariffs and financial sustainability.
