Project Rationale and Linkage to Country/Regional Strategy Viet Nam's economic growth over the past decade has average about 7.5% per annum. This growth was achieved through sustained business-led growth in economic output and employment. The Government's Socio-economic Development Plan (SEDP) emphasizes the role of physical infrastructure in increasing national competitiveness and market access, and attracting investments needed to sustain the economic and poverty reduction. ADB's Country Strategy Program (CSP), 2007-2010 for Viet Nam supports the objectives of the SEDP notes the importance of removing infrastructure bottlenecks in the power and transport sectors to increase the competitiveness of Viet Nam's private sector-led manufacturing and service sectors.
