The TA's purpose is to undertake a project design and feasibility study to set out an economic, financial, technically feasible, socially and environmentally acceptable, project that will help the country maintain adequate investments in new generating capacity to meet the rapid growth in electricity demand in the country. Activities under the TA will address the requirements of ADB and the Government of Viet Nam for the preparation of a project suitable for funding an ADB loan.
The PPTA has two components: Component I ($1.3 million), to assist Electricity of Vietnam (EVN) to develop the 750MW Unit 4 thermal power plant, and Component II ($0.69 million), to assist the Ministry of Industry and Trade (MOIT) in the selection of the private sector developer for the 750MW Unit 2 thermal power plant through competitive bidding process.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
