Description

The impact of the TA and proposed investment will be improved water resources management in Uzbekistan.

The TA will evaluate possible investments in the following areas: (i) Improved Water Management for the Inter Farm System, (ii) Improved Water Management for Pumped Extension Systems, and (iii) Improved Water Management for Conveyance, Application and Drainage of Improved Supplies.

The TA outputs will include the following: (i) a sector strategy, roadmap, and investment plan agreed with the Government to guide a long-term ADB program for water resources and irrigated agriculture, (ii) criteria to select subprojects to be financed under the project, (iii) feasibility level technical preparation (excepting detailed designs) with economic (distributed costs and benefits), financial (including detailed costing), social, and environmental assessments of representative core subprojects and their impacts and analysis of the project as a whole, (iv) an initial list of prioritized investments based on the selection criteria and preparation of the core subprojects, (v) detailed implementation arrangements including methodologies and modalities for subproject selection and preparation, project management, procurement and financial management inter alia, (vi) a project investment and financing plan including cofinancing and requisite cost recovery mechanisms, (vii) institutional and policy analyses with recommendations to support and enhance project impact, (viii) due diligence for financial management, governance, procurement and safeguards including their associated outputs according to ADB guidelines for resettlement and environment, (ix) terms of reference (TOR) for implementation consultants, (x) workshops, consultations, training, and seminars, (xi) a project design and monitoring framework, and (xii) results based monitoring and evaluation framework based on the DMF.

Consulting Services It is anticipated that the PPTA will require about 31 person months of international consulting input and 85 person months of domestic persons months starting in early 2008 for duration of about 8 months. The following fields of expertise for consulting service will be required: (i) water resources management and strategic planning, (ii) irrigation and water resource engineering including irrigation engineering, hydraulic structures and pump systems, (iii) on-farm water management both technical and institutional issues, (iv) resource, agricultural, and project economics, (v) financial analysis and project costing, (vi) agronomy, (vi) resettlement and environment, (vii) water resources institutional analysis, and (viii) social assessment, poverty and gender.
