Summary

The TA will strengthen the capacity and capability of employment services to meet the needs of a large number of rural-urban migrant workers. The TA's purpose is enhanced understanding of the issues and measures needed for improving employment services at central and local government levels.

TA outputs include the following:

(i) main report on strengthening employment services for migrant workers, including an assessment of current capacity and coverage, an assessment of future needs during the 11th Five-Year Program and beyond, and recommendations on capacity of strengthening needs (facilities, staffing, information systems, etc.), and efficiency improvements including staff training, increasing the role of the non-state owned sector, etc.

(ii) specific technical reports on key aspects for strengthened employment services, which may include information systems,; staffing and staff training; and improved vocational guidance for rural migrant workers.

Description

TA outputs include the following:

(i) main report on strengthening employment services for migrant workers, including an assessment of current capacity and coverage, an assessment of future needs during the 11th Five-Year Program and beyond, and recommendations on capacity of strengthening needs (facilities, staffing, information systems, etc.), and efficiency improvements including staff training, increasing the role of the non-state owned sector, etc.

(ii) specific technical reports on key aspects for strengthened employment services, which may include information systems,; staffing and staff training; and improved vocational guidance for rural migrant workers.

(iii) interim workshop to discuss initial issues and findings, and a final conference to present the results to the Ministry of Labor and Social Security, the Ministry of Finance, National Development and Reform Commission, and key representatives from provinces.

(iv) basic handbook for migrant workers (containing information on basic survival skills in urban areas, basic legal and other necessary information).

Project Rationale and Linkage to Country/Regional Strategy The current employment services (ES) system no longer meets needs, which have risen markedly with the rate of rural?urban migration. Processes, information systems, and staffing levels and capacity are inadequate to meet current needs and urgently need to be reviewed and strengthened. An improved ES system, when effectively implemented, will deliver significant benefits.

Team of 5 consultants for a total of 29 person months including 1 international expert on employment services, and 4 domestic consultants, one each in the area of migrant workers, employment services, vocational guidance and development, and information systems and ICT for employment services.

All consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants.
